永住許可の要件見直しについて(2026年7月時点の報道まとめ)
From the night of July 24 through July 25, 2026, major Japanese news outlets — including Asahi Shimbun, Yomiuri Shimbun, Nikkei, and Kyodo News — reported that the Immigration Services Agency of Japan had begun coordinating a review of its Guidelines for Permanent Residence. As we have received a number of inquiries from clients considering permanent residency applications, this article summarizes what has been reported to date.
Reports indicate that the revised guideline may state explicitly that an applicant's income must continuously exceed the average household income level. For reference, the average annual household income in Japan for 2024 was approximately 5.752 million yen (roughly 479,000 yen per month).
Reports also describe a proposal to use the expected pension benefit — calculated as if the applicant had been enrolled in Employees' Pension Insurance for approximately 30 years — as one reference point in the review. Where this expected amount falls short, holdings of financial assets may be considered as a supplementary factor.
Under the current guideline, spouses of Japanese nationals, permanent residents, or special permanent residents must show a genuine marital relationship of at least 3 years together with at least 1 year of continuous residence in Japan. Reports suggest this may be raised to 5 years of marriage and 3 years of residence.
In addition to the above, reports indicate that Japanese language ability, understanding of Japanese customs and systems, and — where the applicant has children of compulsory school age — whether those children are properly enrolled in school, may be treated more explicitly as negative factors in the assessment.
According to these reports, the guideline itself is expected to be revised in October 2026, with most changes applying to applications filed from April 2027 onward. However, the income-level requirement alone may be applied retroactively to applications filed from April 2026.

「世帯の平均収入を上回る水準に継続して達していること」を明記する案が検討されていると報じられています。参考値として、2024年の1世帯あたり平均所得は575.2万円(月額換算で約47.9万円)とされています。
将来受け取る年金の見込み額について、厚生年金に約30年間加入した場合の水準を判断材料の一つとする案が報じられています。見込み額が基準に満たない場合は、資産の保有状況で補う考え方も併せて報じられています。
現行のガイドラインでは、日本人・永住者・特別永住者の配偶者等の場合、実体を伴う婚姻生活が3年以上継続し、かつ引き続き1年以上日本に在留していることが要件とされています。報道では、この要件を婚姻期間5年・在留期間3年に引き上げる案が示されています。
日本語能力や日本での生活習慣・制度への理解に加え、義務教育の年齢のお子様がいらっしゃる場合の就学状況についても、消極的な事情として明記される方向で検討されていると報じられています。
報道によれば、2026年10月にガイドラインが改定され、多くの変更は2027年4月以降の申請から適用される見込みとされています。一方で、収入水準に関する部分については、2026年4月以降の申請から遡って適用される可能性も報じられています。
