Anyone wishing to operate a hotel, ryokan, pension, guesthouse, or similar accommodation business in Japan must obtain a Ryokan Business License (旅館業許可) from the relevant prefectural or municipal public health office (保健所). This applies to all accommodation operators — including foreign nationals.
日本でホテル・旅館・ペンション・ゲストハウス等の宿泊業を営む際は、都道府県または市区町村の保健所から旅館業許可を取得する必要があります。外国人経営者の場合も同様です。
