What is the Business Manager Visa?　経営管理ビザとは

The Business Manager Visa (経営管理) is a status of residence that allows foreign nationals to start, manage, or invest in a business in Japan. It is the primary visa category for foreign entrepreneurs who wish to establish and operate a company — such as a guesthouse, café, or tourism-related business — in Hakuba or elsewhere in Japan.

経営管理ビザは、外国人が日本で事業を経営・管理するための在留資格です。白馬でペンション・ゲストハウス・カフェ・観光業等を開業・経営したい外国人の方に必要な資格です。

Key Requirements (from October 16, 2025)　主な要件（2025年10月16日施行）

1. Capital Requirement　資本金要件

The minimum capital has been raised to ¥30,000,000 (thirty million yen). This is a significant increase from the previous ¥5,000,000 threshold and is intended to ensure businesses are financially substantive.

資本金の最低額が3,000万円に引き上げられました（旧基準：500万円）。経営の実質性を確保するための措置です。

2. Resident Full-Time Employee　常勤従業員要件

The company must employ at least 1 full-time employee who holds a status of residence permitting work without restriction. Specifically, this means a Japanese national or a person holding one of the following statuses: Permanent Resident (永住者), Spouse or Child of Japanese National (日本人の配偶者等), Spouse or Child of Permanent Resident (永住者の配偶者等), or Long-Term Resident (定住者) — collectively referred to as "Table 2 statuses" (別表第二).

Work visa holders (e.g., Engineer, Skilled Labor, etc.) do NOT satisfy this requirement.

常勤従業員として、就労制限のない在留資格（日本人、永住者、日本人の配偶者等、永住者の配偶者等、定住者）の方を1名以上雇用する必要があります。就労ビザ保有者（技術・人文知識・国際業務等）はこの要件を満たしません。

3. Japanese Language Requirement　日本語能力要件

Either the business manager (visa applicant) or the qualifying full-time employee must have sufficient Japanese language ability to conduct the business operations smoothly. This is assessed based on daily business communication capability, not a formal test score.

経営者（申請人）または上記の常勤従業員のどちらか一方が、業務を円滑に遂行できる程度の日本語能力を有している必要があります。公式テストのスコアではなく、業務上のコミュニケーション能力が判断基準となります。

4. Business Office　事業所要件

The business must have a dedicated office or commercial premises in Japan that is clearly separate from the applicant's residential address. A home address alone is not sufficient.

住居とは別に、事業活動に使用する専用の事業所を日本国内に確保していることが必要です。

5. Viable Business Plan　経営の実質性

The business must demonstrate a genuine, viable operation — not a paper company. Immigration will review the business plan, financial projections, industry knowledge, and any existing operating track record.

名義のみの会社ではなく、実質的な経営活動が行われていることが審査されます。事業計画書・財務予測・業界知識・既存の営業実績等が確認されます。
